Expression Of Interest- E-Passport Booklets



The Ministry of State for Immigration and Registration of Persons intends to introduce new electronic passport for Kenya nationals. This shall entail the introduction of a microchip into the passport that shall contain biometric features and civil data of the individual submitting an application. The new electronic document is anticipated to enhance identification and border security as well as minimize fraud and identity theft. It is also expected that the new passport will operate and integrate with current and upcoming systems for passports and border management systems.

In this regard, the Ministry invites Expressions of Interest from eligible firms to supply electronic passports to the Government of Kenya.

Firms MUST meet the following minimum criteria to be short-listed and invited to submit technical and commercial bids:-

  1. Eligible Firms

(a)  Can be Sole Bidders, Joint Ventures or Consortia. Firms must provide evidence of joint ventures or consortia. Information about each firm’s role and participation in the Joint Venture or Consortium towards the project must be provided.

(b)  Can be Partnerships/collaborations of local firms with international printing firms on condition that Manufacturers authorization certificates are provided duly signed by a company representative having the power of attorney.

International firms MUST be members of a professional body accrediting them as security printers.

(d)  Should have existed and delivered electronic passports in the last five years.

(e)  Should provide valid Certificates of Incorporation, details of physical addresses, telephone numbers, email addresses and names of contact persons. In case of joint ventures or consortia, these details should be provided for each of the firms.

Should provide audited accounts for the past three years i.e. 2010, 2011& 2012. A certified English translation must be provided for non-English audited accounts.

(g)  The Sole Bidder, Joint Ventures or Consortia should have a minimum annual turnover equivalent to four million US dollars. (USD 4M)

  1. Experience and References

(a)  Experience of at least 5 years in the supply of electronic passports. Details of previous such assignments that have been successfully delivered should be provided, indicating names of clients, country, addresses, email and telephone numbers, dates, scope of work and key personnel.

(b)  Should provide details of projects undertaken including inter alia, project size, project cost, type of passports issued and delivery period. Copies of certificates of delivery/completion for the projects or client reference letter for ongoing projects MUST be attached.

Should provide a detailed description of electronic passports that they can deliver including among others; physical security on passport booklet, storage medium, format and quality of images, logical data structure, data security and integrity, and quality control assessments.

(d)  Experience in printing of secure electronic passports. Verifiable proof of availability of relevant technical, managerial and human resource capacity to undertake the scope of work. Signed Curriculum Vitae of relevant personnel must be provided.

(e)  Should provide proof of ICAO, ISO and other relevant standards that the passports meet.

Complete submissions must have a Table of Contents with specific chapters labeled and separated by dividers.

Two (2) copies of completed submissions in English language should be enclosed in plain sealed envelopes and marked with “reference name” should be addressed to:

Expression of Interest will be opened immediately thereafter in the presence of the Candidates or their representatives who choose to attend at the Ministry’s Headquarters Boardroom, Nyayo House 20th Floor, Southern wing.

The Government of Kenya reserves the right to accept or reject any or all tenders without giving reasons thereof.
