Hon. Kajwang' was first elected to Parliament in 1997 as the Member of Parliament (M.P.) for Mbita Constituency. He served in the eighth Parliament as the Chairman of the Parliamentary Committee on Administration and Justice. As a first term M.P, he also served his then political party, FORD-KENYA as the Secretary of Legal Affairs.
Hon. Otieno Kajwang' was re-elected to Parliament in 2002 and served as the Secretary for Parliamentary Group in the ruling Coalition NARC.
Between the year 2000 and 2007, he also served as teh Chairman of Public Investment Committee (a Standing Parliamentary Committee tasked with the mandate of scrutinizing all Public Investments).
He was appointed Minister in the Coalition Government in May, 2008 following his election to parliament for the third time in the year 2007.
The Hon. Minister is a Law Degeree Graduate from Makerere University. He started his legal studies at the University of Nairobi but did not complete due to expulsion occassioned by student politics. He ran into exile in Uganda where he later completed his studies as a refugee. He also holds a Diploma in Law from the Kenya School of Law.
Before joining politics, Kajwang' was a practicing advocate of the High Court of Kenya and a political activist for democracy and good governance.
The Minister is maried to Dr. Rose Otieno and they are blessed with children.
He likes reading and listening to African Music. He is also an eloquent speaker and a story teller.
